Having computer issues, CSS loads fine but has an extra 100(ish)ms latency that isn't coming from the network (same on three different ISPs)

Updated drivers, windows updates, and cleaned temp/redundant files. All the usual stuff.
Deleted all Steam files and reinstalled.

Issue not resolved so I'm just going to reinstall windows at some point over the next couple of days.

Hadn't considered that due to it being very unlikely that the issue would be there, always worth a shot tho i guess.
Strangely the extra latency vanishes late at night which would point to network issues but I tested it and it's not showing problems.

I do this for a living so I get so tired of hunting down problems because the user needs stuff to remain the same, at home because I have multiple drives and partitions a re-install is very easy and I can just do a simple settings import since my data is not on my OS drive.
